Wash and soak the rice.
Boil rice with salt till half done, drain the water.
Heat oil in a large skillet; fry the onions till they turn golden brown.
Now add Soya sauce vinegar, black pepper powder.
Add chopped capsicum, finely chopped carrots and finely chopped green chilies.
Stir fry and add the rice along with the sugar and chicken flour.
Mix well and drizzle with sesame oil and garnish with chopped spring onions.
